A thought-provoking new Security Council (SC) report circulating in the Kremlin today first noting Security Council Secretary Nikolay Patrushev observing about the barbaric Moscow terrorist attack: “Identifying the mastermind and sponsor of the monstrous crime is what is most important...The trace leads to the Ukrainian special services...It is well known that the Kiev regime is not independent and is fully controlled by the United States...We should also take into account that ISIS, Al-Qaeda and other terrorist organizations were created by Washington”, says this observation was joined by the Prosecutor General’s Office announcing it has sent official requests to the United States, Germany, France and Cyprus, demanding that these countries investigate recent terrorist attacks on Russia.
