An informative new Security Council (SC) report circulating in the Kremlin today first sees this transcript showing Security Council Members noting that the Constitution of the Russian Federation—specifically Chapter 2: Rights and Freedom of Man and Citizens—strictly forbids offenses like was just revealed by the Canadian Public Health Agency, that admitted to secretly tracking location data from at least 33 million mobile devices to analyze people’s movement during Covid-19 lockdowns.
The context of Security Council Members discussing constitutional freedoms and rights as revealed in this transcript relates to a new law that comes into force this week that will see virtually all foreigners living in Russia, even young children, required to take a battery of tests on a regular basis to avoid falling foul of the immigration authorities, in a move unprecedented virtually anywhere in the world—under the rules of this new law, which take effect from Wednesday, foreign nationals must submit a quarterly health certificate that proves they aren’t suffering from communicable diseases or taking drugs—as part of the process, those living in the country who are not Russian or Belarusian citizens, and do not hold permanent or temporary residence permits, will have to attend a clinic every three months and pay for blood tests, sexual health checks, urine analysis, even chest X-rays, and foreigners will also have to submit fingerprints and identity photos for official records, and only children under the age of six are exempted.
This report notes that these restrictive new measures was backed by Russia’s parliament over the summer, but only fully explained publicly a few weeks ago—and whose letter accompanying it presented to the Security Council said the changes were justified by the need to “prevent the infiltration and spread of dangerous infectious diseases in Russia”—which explains why large portions of this transcript are classified at the highest level “Of Special Importance”.
