A paradigm shifting new Security Council (SC) report circulating in the Kremlin today first noting United States, Ukrainian and European negotiators met in Miami yesterday, says this meeting was joined with the grim news: “Oil tankers transiting the Strait of Hormuz are coming under fire almost daily, as Iran escalates its attacks in an effort to choke off a rebound in crude exports...Eleven tankers came under attack while transiting Hormuz during the week that ended Oct. 4, the most strikes on commercial ships since the war began in late February”, and the United States Energy Information Administration (EIA) warned: “The United States is producing more crude oil than ever...Yet diesel prices recently climbed to record highs, while distillate inventories remain unusually low”.
After the Miami meeting ended yesterday, this report notes, President Donald Trump and President Putin held a 90-minute phone conversation—President Putin revealed after the conversation ended: “During the discussion of the situation in the global energy sector, the Russian side reaffirmed its readiness to supply oil and petroleum products to the US and global markets”—and President Trump posted the announcement:

discussion with President Vladimir Putin, of Russia, wherein it was agreed that
Russia will immediately supply over 300,000 Tons of Diesel Fuel to the American
and Global Marketplace, another 500,000 Tons during the month of November, and

Immediately following President Trump announcing his oil deal with President Putin, this report continues, it was revealed: “The US Treasury Department has announced a temporary sanctions waiver on the Russian fuel trade amid skyrocketing global prices...The move allows the sale, delivery, offloading, and import of Russian diesel, including to the United States, until at least April 7, 2027”—Deputy Prime Minister Alexander Novak then announced: “Being one of the key suppliers of diesel fuel to the global market, Russia, on its part, also immediately begins lifting restrictions on diesel exports ahead of the schedule”—and Vice President Scott Lincicome of the American libertarian Cato Institute questioningly observed: “Congress just passed a law giving Trump the power to impose new tariffs on major buyers of Russian oil and gas...Can America tariff America?”.
In quick response to President Trump announcing his oil deal with President Putin, this report details, Ukraine Nazi Regime unelected Dictator Vladimir Zelensky raged: “You know, it looks like a happy birthday present for Putin...It looks absolutely terrible...What did Trump get?...That he will have more diesel?...For whom?...More Russian diesel for Americans?...It shows weakness of the world”.
Joining President Trump announcing his oil deal with President Putin, this report notes, Secretary of State Marco Rubio slammed crushing sanctions on the socialist European Union funded and controlled International Criminal Court (ICC) yesterday, and he declared: “We will ban transactions with this rogue court, cutting off their resources and crippling their ability to operate against us...Because our message is clear: the United States and the American people are not subject to the jurisdiction of this fake ICC”.
Right before Secretary Rubio attacked Europe with crushing sanctions on the ICC, this report concludes, the Nobel Committee in Oslo-Norway awarded its 2026 peace prize to former ICC high judge Navi Pillay, which caused President Trump to attack and warn the socialist European powers: “This is an indelible stain on the country of Norway and those people that made such a disgraceful and embarrassing decision...The Nobel Peace Prize has been forever discredited by a handful of radical ideologues who are anti-democracy and really enemies of civilization...And we will not forget, Norway”.
