A thought-provoking new Security Council (SC) report circulating in the Kremlin today first noting President Putin held an extensive online meeting with Chinese President Xi Jinping yesterday, says top Russian Presidential aide Yuri Ushakov announced afterwards: “During the conversation, President Xi Jinping invited Vladimir Putin to pay an official visit to China in the first half of the year...The invitation was gratefully accepted”.
Shortly after it was announced that President Putin would travel to China, this report notes, President Donald Trump called President Xi, then it was reported: “The US president is expected to travel to China in April and has touted his personal relationship with Xi”—and as to why President Trump wants to meet with President Putin and President Xi, yesterday it saw Vice President J.D. Vance announcing: “We're going to work with China and Russia and any country, whether they're friend or whether we're a little more competitive, to try to draw down the amount of nuclear weapons that exist in the world”.
While reducing nuclear weapons arsenals may top the agenda of President Trump, this report continues, President Putin and President Xi are more concerned about the Monroe Doctrine, which is a United States foreign policy position that opposes any foreign interference in the Western Hemisphere—in 1904, the Roosevelt Corollary of the Monroe Doctrine established that the United States reserved itself the right to intervene unilaterally and for humanitarian reasons in Latin America, especially in Central America and the Caribbean—and in 2025, the Trump Corollary of the Monroe Doctrine reinforced this precedent by reinforcing the distinction between a European civilization in decline and an American continent hegemonically commanded by the United States as the guiding force of the future international order.
