A classified at the highest level “Of Special Importance” new Security Council (SC) report circulating in the Kremlin today first noting the Ministry of Transport (Mintrans) issued the statement yesterday: “Today around 3:00 p.m. Moscow time, in open seas outside the territorial waters of any state, United States navy forces boarded the vessel Marinera, and the contact with the ship was lost...On 24 December 2025, the Marinera received a temporary permit to sail under the Russian flag, issued on the basis of Russian legislation and norms of international law”, says this statement was joined with the news: “The oil tanker Marinera, which was seized by the European Command of the US Armed Forces in the North Atlantic on Wednesday, belongs to a Russian company, Burevestmarin...The director and sole owner of Burevestmarin is Ilya Bugay, an entrepreneur from Russian-annexed Crimea...The company was registered in the Russian city of Ryazan six months ago...Since 2018, Bugay has also been CEO of Rusneftekhimtorg, a Moscow-based petrochemical vendor that reported a net loss in 2024”.
According the very limited portions of this classified at the highest level transcript permitted to be openly commented on by various Kremlin ministries, in late November, it saw the the Guyana-flagged crude oil tanker BELLA 1 departing Oman—BELLA 1 followed the Oman-flagged crude oil tanker QENDIL through the Suez Canal into the Mediterranean, shortly after which the QENDIL was attacked—BELLA 1 then sailed into the Atlantic Ocean turning towards West Africa, shortly after which the Panamanian-flagged oil tanker MERSIN was also attacked—BELLA 1 then raced towards the Caribbean, but was interdicted by the Americans who attempted to seize it—BELLA 1 then used the Russian Maritime Register of Shipping online portal to change its name its name to MARINERA, and was issued a temporary permit to become a Russian-flagged vessel.

Along with the Russian Foreign Ministry announcing today: “We call on Washington to resume compliance with the fundamental norms and principles of international maritime navigation and immediately cease its illegal actions against the Marinera and other vessels engaged in law·abiding activities on the high seas”, it was also revealed: “President Donald Trump has directed the United States withdrawal from the Science and Technology Center in Ukraine as part of a larger move away from 66 international organizations deemed contrary to US interests”.
In analyzing all of the available facts and evidence,
it is logical to conclude that the BELLA 1-MARINERA was a Ukrainian
terrorist ship targeting tankers transporting oil for Russia on the high
seas, which made it a legitimate target for both the American and Russian
military forces surrounding it during its final hours—but whose full story about,
as always, will remain hidden.
