Historic Trump-Putin-Xi Summit To Settle Global Rare-Earth Metals Crisis Nears

An informative new Security Council (SC) report circulating in the Kremlin today first noting President Putin confirmed in a telephone conversation with Turkish President Recep Tayyip Erdogan that he is ready to seek a diplomatic solution to the ongoing conflict in Ukraine, says Security Council Deputy Chairman Dmitry Medvedev also warned: “Russia will continue to rout Ukrainian forces on the battlefield despite the EU's decision to impose its 18th package of sanctions against the country”—a warning joined by the Ministry of Defense (MoD) announcing that Russian military forces killed over 8,495 Ukrainian soldiers over the past week.

Yesterday, this report notes, Prime Minister Mikhail Mishustin signed an order withdrawing Moscow from a military technical cooperation agreement with Germany in place since 1996Deputy Foreign Minister Alexander Grushko then announced: “Trade with the European Union could decline to zero”—and it was also revealed: “Russia told international regulators that European nations using navigation and broadcast satellites for both civil and military purposes, notably in support of Ukraine, have forfeited the right to protest if these satellites’ signals are jammed by Russia”.

This past Monday, on 14 July, this report continues, Russiarejected as unacceptable” the 50 day ultimatum issued by President Donald Trump for Moscow to sign a ceasefire deal to end the war in Ukraine—and is a 50 day ultimatum that expires on 2 September.

What makes 2 September critical to notice, this report details, was President Trump revealing about his call with Chinese President Xi Jinping last month: “He invited me to China and I invited him here...We both accepted”—a revelation that followed President Putin accepting an invitation from President Xi to visit China—all of which was joined by the news today: “A meeting of the leaders of Russia, the United States and China is possible in early September in Beijing, during the celebration of the 80th anniversary of the end of World War II...China is considering holding a trilateral summit between Xi Jinping, Vladimir Putin and Donald Trump in Beijing, coinciding with the 80th anniversary of the end of World War II on 3 September”.

As to why a great powers leader summit is urgently needed, this report notes, Foreign Ministry spokeswoman Maria Zakharova warningly revealed: “Rare-earth metals, whose reserves are quite limited, are the key resource required to continue increasing production and more solidly introduce AI standards...They are the prize in the trade wars underway between the key suppliers of AI solutions to the market...Political elites in Western countries, most of which don’t have such reserves, seek to gain preempted and unrestricted access to the fields held by the countries of the global majority, and while doing so, they pursue an aggressive neocolonial policy bordering on robbery and looting”.

The crisis facing President Trump as he attempts to make America into a 21st Century global power in high tech AI manufacturing, this report continues, is that the rare-earth metals he needs are controlled by the global majority BRICS Alliance founding member nations Brazil, Russia, India and China, and Brazilian President Luiz Inacio Lula da Silva proclaimed this week: “We cannot have President Trump forgetting that he was elected to govern the US – he was not elected to be the emperor of the world”.

While China is the world leader in rare-earth metal processing, this report details, it is factually known: “Endowed with 658 million tons of rare metals, including up to 28.7 million tons of rare earths crucial to modern high-tech, renewables and defense, Russia’s mineral riches account for 20% or more of the world’s rare earths stockpile, and thought to be second in size only to China”.

Along with Russia being the second top exporter of rare earth minerals in the world, this report notes, it possesses the world’s largest natural resource reserves valued at over $75 trillionit is also known: “Russia’s rare earths are largely untapped and underdeveloped, and scattered at major deposits across the country, from the Arctic and Siberia to new regions like the Donbass”, and documented:

Yttrium: found in the Kola Peninsula, Transbaikalia, and the Ilmensky Mountains in the Southern Urals, this rare earth is used in phosphors, superconductors and as an additive for strengthening alloys.

Lanthanum: found mainly in the Kola Peninsula and the Ilmensky Mountains, this material is used in hybrid car batteries, camera lenses, radiation-absorbing glasses.

Neodymium: found in the Kola Peninsula and Yakutia at the Tomtor Deposit, this rare earth is used to make powerful permanent magnets for electric motors and wind turbines, electroacoustic equipment and lasers.

Dysprosium: located in the Kola Peninsula, Yakutia and Transbaikal, this rare earth is also used for EV magnets, plus applications like control rods for nuclear reactors.

Cerium: Found in the same regions and the Southern Urals, this rare earth is used for specialized magnets for defense and aerospace use, and as a dopant for phosphors in electronic screens and lamps.

Lithium: While not strictly a rare earth, it is a critical mineral that’s essential for the West’s much-touted green transition. Russia’s lithium stocks are situated in Transbaikal and the Urals, Donetsk and Zaporozhye. Donetsk in particular is known to possess one of Europe’s largest hard-rock lithium reserves at its recently liberated Shevchenko deposit.

With President Trump knowing that vast Russian untapped rare-earth metal reserves can fulfill his dream to make America a global high tech manufacturing powerhouse, this report concludes, it was no surprise to see the March revelation: “Russian and U.S. officials have started discussions on developing reserves of rare earth metals in Russia”.
