Catastrophic Hurricane

An astonishing new Security Council (SC) report circulating in the Kremlin today appears to confirm that the historic, and catastrophic, Hurricane Harvey currently wreaking havoc and chaos throughout the Gulf Coast Region of the United States was caused by the “conscious and deliberate” use of a terrifying new environmental modification device (ENMOD) developed by Rostec—and whose use was approved by Chairwoman of the Council of Federation Valentina Matviyenko in a believed to be retaliation for the devastating firestorm created last week in Rostov-on-Don caused by what are being called “criminal American profit agents”. [Note: Some words and/or phrases appearing in quotes in this report are English language approximations of Russian words/phrases having no exact counterpart.]

According to this report [and as we reported on in our 14
August report “Weather
Weapon Breakthrough In Russia Prompts Worries About War Crime Charges”],
the Security Council, on 14 August,
entertained a “vigorous debate”
between Chairwoman Matviyenko and Defense Minister Sergei Shoigu
regarding a new ENMOD device
invented by Rostec that is so powerful it is able to induce a massive
rain front in 30 minutes—and that Defence
Minister Shoigu advocated to putting under the “protection/guidance” of the Ministry
of Defense (MoD) over his fears that its use (outside of
Federation territory) could be constituted as being a war crime under the United Nations (UN) 1977 international convention
titled “Convention on the Prohibition of
Military or Any Other Hostile Use of Environmental Modification Techniques”.

Minister Shoigu’s “concerns/worries” about this new ENMOD device, this report explains,
involved Rostec’s testing of it, on
29 May, over the Moscow region that caused the most powerful
and deadliest storm to hit this city in 150 years resulting in the toppling of
hundreds of trees, massive flooding, and the deaths of 16 citizens—and that
was quickly followed by its experimental use by two Aeroflot
commercial flights—the first being an Aeroflot
flight to Berlin
Schönefeld Airport (Berlin, Germany) on 29 June, and the second being
an Aeroflot flight to Charles de
Gaulle Airport (Paris, France) on 9 July.
Exactly like occurred in Moscow on 29 May, this report notes, when this powerful ENMOD device was released on 29 June
over Berlin, it caused the
heaviest rain in a century to pummel that city—and that, likewise, occurred
in Paris when it was released over
that city, on 9 July, and caused
the highest ever recorded amount of rain to hit that city in its entire
recorded history.

On 21 August, this report details, Rostec scientist-experts presented to Chairwoman Matviyenko a “request document” to conduct another
test of their ENMOD device—this time
over the Republic of Cuba using the
two “modified” Aeroflot aircraft they had utilized during their Berlin and Paris “tests”—and whose
stated purpose was to relieve that Caribbean island nation from its
catastrophic “drought
of the century”.
Chairwoman
Matviyenko approved Rostec’s testing their ENMOD device over Cuba, this report says, as she stated (during today’s SC meeting)
that the “request document” contained
a detailed metrological assessment stating that its use would be upon a
weakened tropical front off the western coast of this island nation—and that
was being pushed back towards Cuba
by two powerful high-pressure systems over the United States called “blocking fronts”.
On 23 August, this report continues, Rostec deployed two ENMOD devices from their modified Aeroflot aircraft “upon/within” this weakened tropical front off the western coast of Cuba from their flights to Havana originating
from Brussels (Belgium) and Dublin (Ireland)—and that nearly
immediately upon these ENMOD devices
being deployed, and exactly like had occurred in Moscow, Berlin and Paris in its previous tests, this minor
tropical wave exploded into a “storm of
fierce proportions”—and that the “blocking
fronts” couldn’t contain thus sending this now Hurricane Harvey towards a collision course with the State of Texas.
Being described in America as “something
we’ve never seen before”, and called a “zombie
storm that came from the dead”, this report notes, the ENMOD “enhanced” Hurricane Harvey
is being described by the US National
Weather Service (NWS) as “unprecedented
and catastrophic”—and whose catastrophic
floods are now threatening millions—most particularly in that nation’s
fourth-largest city of Houston,
Texas, where earlier today it was labeled as one
of the worst flooding disasters in recent US history, and poised to get even
worse.
As to how much worse this ENMOD “generated storm” could actually get, this report explains, new reports
are now stating that large parts of Texas
could “remain
uninhabitable for an extended period of time”, and whose economic
damage is also being warned could
be larger than that of Hurricane Katrina—most
particularly being due to its pummeling
the very heart of the US energy sector that is now raising concerns about the
entire US economy too.
ENMOD enhanced Hurricane
With the ENMOD
“enhanced” Hurricane Harvey now, also, being warned is on
a track to return to Gulf waters where it will regenerate its strength
after having already dropped a staggering, and unprecedented, 1.27 meters
(50 inches) of rain, this report continues, many in the Security Council are questioning what
retaliation the Federation could be facing from the United States.
These questions were first raised in
yesterday’s Security Council meeting
after Defense Minister Shoigu
accused Chairwoman Matviyenko of
deliberately using this ENMOD device
to attack the United States in her retaliation against the Americans for
causing the catastrophic
fires in Rostov-on-Don last week—and
that President Putin, at the end of yesterday’s Security Council meeting, ordered
a full investigation into.
Massive fires strike Rostov-on-Don on 21 August 2017
Presented to President Putin at today’s Security Council meeting, this report
says, the initial report on the Rostov-on-Don
fires states that they began on 21 August and lasted until the next day
destroying nearly 120 buildings an injuring scores, including 1 known death—and
that in an investigation opened under Article
167 of the Penal Code [intentional
destruction or damage to property, including committed out of hooliganism, by
arson, explosion or other generally dangerous method], alleges their being started
by real estate agents working for a “shell company”
partly owned by an American named Tony Podesta.
Tony
Podesta, this report explains, is the
brother of Hillary Clinton’s 2016 presidential campaign chairman John Podesta—and is
known as a
Democratic Party super-lobbyist
paid last year by Russia’s largest bank (Sberbank) nearly
$200,000 to represent them, and who, also, funneled
millions-of-dollars from Russia into Hillary Clinton’s 2016 presidential
campaign.
As to why Tony Podesta is attempting to criminally destroy all evidence
linking him to Russia, this report explains, is due to the company he owns with
his brother John Podesta (known as
the Podesta
Group) having grand
jury subpoenas issued against them last week by Special Prosecutor Robert Mueller who is investigation them for
their ties to Russia—and that, also, caused Tony Podesta to register
himself to the US government last week as his being a “foreign agent” of Russia—and that under US law he was required to
do last year.
This report concludes by noting that the Security Council will continue to investigate
the issues surrounding Rostec’s
fearful ENMOD device and its
deployment near Cuba—but as of yet
their coming to no decision as to if it should be placed under the “full control” of the Ministry of Defense—and who have now
labeled this ENMOD device as a “weapon of mass destruction”.
